Mr. Richard P. Shanahan, Immediate Past Chair
Richard Shanahan is a partner of Bartkiewicz, Kronick & Shanahan, a Sacramento, California law firm that specializes in local government, water, and environmental law. Mr. Shanahan serves as general counsel to numerous special districts and other local government agencies. His law practice focuses on local government law, environmental law, public works project development, public finance, public contracting, and mosquito control. Mr. Shanahan co-authored the Association of California Water Agencies’ Proposition 218 and 26 handbooks and participated in drafting and editing Open & Public, a Brown Act guide, and water- and mosquito control-related legislation. He has participated as a speaker on numerous panels on a variety of local government topics. Mr. Shanahan received a B.S. in Biology from Santa Clara University in 1980, and his law degree from the University of California, Hastings College of the Law in 1983.
